사회정책이 건강·돌봄·고용·소득에 미치는 효과를 분석하고, 그 효과를 화폐가치로 환산해 비용편익(B/C)으로 추정합니다. 인구구조가 바뀔 때 각 제도가 앞으로 얼마의 재정을 필요로 하는지를 추계하는 중장기 소요재정 예측모형을 개발합니다.
급격한 고령화와 재정 제약은 '누가 얼마나 받는가'라는 전통적 질문을 '누가 가장 마지막까지 보호받아야 하는가'라는 질문으로 바꾸어 놓습니다. 연금, 장기요양, 통합돌봄, 노인일자리 등 노후 보장제도가 건강·소득·고용·돌봄에 이르는 다양한 경로와 그 효과를 분석합니다.

좋은 정책도 전달체계(delivery system) 때문에 의도대로 작동하지 않을 수 있습니다. 자격이 있어도 신청하지 않으면 받지 못하고, 신청해도 사는 지역에 공급이 없으면 이용하기 어려우며, 전문기관에서 지역사회로 넘어가는 길목에서 연계가 끊기면 그 사람은 통계에서 사라집니다. 정책(Policy)에서 사람(Recipient)에게 이르는 경로를 구간별로 나누어, 얼마나 효과적으로 전달되고 있는지를 분석합니다.
정책의 전달체계가 어디까지 도달하는지는, 이민자를 어떻게 포함하는지에 따라 가장 선명하게 드러납니다. 국적·체류자격· 정보 접근성 등을 활용하여 외국인, 이민자가 사회보장정책에 어떻게 접근하는지를 행정데이터,신용카드(BC카드 등) 데이터 등으로 추정합니다.

인구구조 변화에 따른 빈 틈을 정부의 정책과 예산만으로 메울 수는 없으며 앞으로 민관협력이 구조화될 필요가 있습니다. 비영리기관, 공익재단, 사회공헌이사회복지 영역에서 실제로 어떤 역할을 수행하고 어떠한 소셜임팩트(Social impact)를 창출왔는지, 그래서 민간과 공공이 어떻게 결합해야 하는지를 연구합니다.

제도별로 따로 쌓인 행정데이터는 연계되지 않으면 한 사람의 궤적을 보여주지 못합니다. 사회보장 데이터를 연계·표준화하는 방법을 검토하고, OECD 등 해외 국가 사례를 연구합니다. 앞서 살펴본 전통적인 정책 문제를 규제·법령·제도 개선 외에도, 데이터와 기술 기반 R&D를 통해서도 사람에게 닿을 수 있는 방법이 있는지를 연구합니다.
'제도를 이렇게 바꾸면 어떻게 될까'에 답하기 위해 사회정책 시뮬레이션을 구성해, 정책 대안의 결과의 사전 예측모형을 구축합니다. AI agent 기반의 시뮬레이션 방안을 시도하고 있습니다.
