Social Policy Analysis and Evaluation — 2026 / Spring
Students learn the full cycle through which social policy is planned, implemented, and evaluated, and build the practical capacity to analyse policy problems scientifically and to compare and evaluate alternatives. The course examines the dynamics of policy implementation and cases of policy failure, and covers the core principles of causal inference, cost–benefit analysis (CBA), and the analytic hierarchy process (AHP). Practice takes the form of problem-based learning (PBL) using real social policy data and contested episodes in welfare policy history.
1 Community Service 1 — 2025 / Winter, 2026 / Fall
A practice-oriented general education course that connects the knowledge and skills acquired at university to the local community and cultivates an understanding of neighbours and community together with a sense of social responsibility. Students select a nonprofit or public-interest organisation and volunteer in fields such as children and youth, people with disabilities, older adults, civil society, and community welfare.
Social Welfare Administration — 2026 Fall
Social welfare administration is the organisational practice of converting social welfare policy into services and, at the same time, an applied field of public administration. The course draws on theoretical resources from public administration concerning bureaucracy, organisation, personnel, finance, planning, and evaluation, together with the instructor’s own experience in government. Alongside guest lectures by practitioners, students spend the semester running a fictional social welfare organisation (a central ministry, a community welfare centre, a local government welfare division, and so on) using generative AI, resolving the issues that arise each week through PBL.
Big Data Applications for Social Innovation — 2026 / Fall
A project-based course in which students diagnose social problems and policy needs with data and design data-driven approaches to social innovation. Students apply methods for collecting, cleaning, linking, visualising, and analysing public, administrative, private, textual, and spatial data to real social problems. Through the project they move from problem definition to data analysis, the design of policy, service, or platform alternatives, and the development of performance indicators, while also addressing principles of responsible data use, including privacy protection and algorithmic bias and fairness.
Social Welfare Policy
Students learn the full process through which social welfare policy responding to social problems is formed, decided, implemented, and evaluated, connecting major theories of the welfare state and social policy to actual Korean institutions. Focusing on poverty and income security, employment, health care, care, and social services, the course compares and analyses policy targets, benefits, financing, delivery systems, and the characteristics of decision-making processes. Drawing on the instructor’s practical experience, it examines through cases how policy is designed inside government, adjusted among stakeholders, and implemented in the field, and how unintended consequences arise. Using real policy materials and PBL, students build the capacity to frame social problems as policy problems and to propose feasible policy alternatives and evaluation plans.
Advanced Topics in Social Welfare Policy (Data-Driven Social Policy Evaluation) — 2025 / Fall, 2026 / Fall
Under the theme of “data-driven social policy evaluation,” the course covers in depth the modern causal inference methods used to identify the effects of social policies and social services, along with major empirical studies. Students design identification strategies suited to actual policy and administrative data and critically examine the validity and limitations of analytic results. Through seminar discussion and a research project, they build the capacity to conduct independent policy evaluation research.
1 Social Welfare Statistics 1 — 2025 / Spring, 2026 / Spring
The course begins with basic statistical concepts and works up to linear regression (OLS). Using real social welfare data and statistical software, students learn descriptive statistics, probability and sampling distributions, estimation and hypothesis testing, mean comparisons, analysis of variance, correlation, and regression. They build the ability to interpret the statistical meaning of tables and figures in published articles and to conceive the framework of a basic academic paper.
